INTRODUCTION
1. Reasons of choosing the thesis topic
Officials are the decisive factor for the success or failure of the
revolution, associated with the fate of the Party, the country and the
regime, which is a key step in the Party building work. Personnel work
is always a key work of the Party. Therefore, during all revolutionary
periods, our Party and President Ho Chi Minh regularly took care of the
development of official staff, considering the construction of official
staff as an important work of the Party, the core of organizational work,
the strategic issue for the revolutionary cause.
The staffs of political agencies in the Military Academies and Officer
Schools are the core force, playing a leading role in implementing the
functions and tasks of political agencies. This is a direct force to advise and
propose to the Party Committee, commanders of the Military Academies and
Officer Schools regarding guidelines and measures to implement Party works
and political work; direct, guide and organize the implementation of Party
works and political work in schools. Therefore, it is important to regularly
care for and concern the development of official staff of the political agencies
to ensure that this team is really strong, with sufficient quantity, reasonable
structure and high quality.

Correctly being aware of the position and role of the staff in
political agencies, in the past years, the party committee, the
commanders of Military Academies and Officer Schools have paid
attention to leading and directing the development of official staff in
political agencies, directly contributing to improve quality, effectiveness
Party works and political work. However, besides the advantages, the
staff of political agencies still show disadvantages and certain limitations
in terms of quality, competence, methods and working styles; leadership,
direction and organization of team building. Therefore, in the coming
time, it is necessary to promote advantages and overcome limitations,
focusing on building a really strong official staff in political agencies to
meet the assigned tasks.
Entering the new period, with the requirement of military
construction task, the requirement of fundamental and comprehensive
innovation of education and training of Military Academies and Officer
Schools, especially the need to improve the quality of Party works and
political work in Military Academies and Officer Schools, it requires to
focus on developing the staff in political agencies with sufficient
qualities, capabilities, methods and working style, on par with the task
requirements. From the above reasons, the author has chosen the topic:
"Building the staff of political agencies at Military Academies and

Officer Schools of the Vietnam People's Army today" as a doctoral thesis.
This is an important issue both theoretically and practically.
2. Purpose and tasks of the research
Purposes
The dissertation clarifies a number of practical and theoretical
issues and proposes some basic solutions to strengthening the building of
the staff of political agencies at military academies and officer schools in
the Vietnam People’s Army at the present.
Tasks
The dissertation gives an overview of the research related to the
dissertation topic and identifies issues need addressing in the thesis.
The dissertation clarifies basic issues on the staff of political
agencies and the building of the staff of political agencies at military
academies and officer schools in the Vietnam People’s Army.
The dissertation evaluates the practical situation, identifies the causes
and draws some lessons for building of the staff of political agencies at
military academies and officer schools in the Vietnam People’s Army.
The dissertation identifies requirements and proposes some
basic solutions to strengthening the building of the staff of political
agencies at military academies and officer schools in the Vietnam
People’s Army at the present.
3. Object and scope of the research
Object of the research: The building of the staff of political agencies
at military academies and officer schools in the Vietnam People’s Army.
Scope of the research
The practical and theoretical issues on the reality of leadership and
direction of building of the staff of political agencies at military academies
and officer schools in the Army (except Academy of Defence).
Surveys, interviews and questionnaires are used with representatives of
the offices in charge at military academies and officer schools, the staff of
political agencies at branches and battalions.
Investigation, surveys and sufficient numbers survey data are
taken from 2011 to present.
4. Theoretical, practical basis and methodology
Theoretical basis
The dissertation is based on the viewpoint of Marxism-Leninism
and Ho Chi Minh's thoughts; the lines and views of Vietnam Communist
Party on officials, officials work, on building the revolutionary army of
the working class; on political agencies, political officials; the Party’s
documents and resolutions, the law of the State, the Central Party
Commission on officials, building the political agencies, the staff of
political agencies and party work, political work in the army.

Practical basis
The dissertation is based on the building the political agencies and
the staff of political agencies at military academies and military officer
schools; summary reports of Ministry of Defence, General Ministry of
Staff, General Department of Politics and different branches in charge on
party work, political work, on officials and officials work, on political
agencies and the staff of political agencies at military academies and
military officer schools; summary reports on conducting the task of
military academies and military officer schools; surveys and data on the
building of the staff of political agencies at military academies and
military officer schools.
Methodology
The dissertation uses the methodology of dialectical materialism
and historical materialism, combined with the use of methods of analysis
and synthesis; history and logic; generalization and abstraction;
sociological investigation methods and experts consultancy to fulfil the
purposes and tasks of the dissertation.
5. New contributions of the research
The dissertation interprets and clarifies the concept and issues of
regularity in building the staff of political agencies at military academies
and officer schools in the army.
The dissertation generalizes some experiences on building the staff
of political agencies at military academies and officer schools in the army.
The dissertation proposes a number of basic and feasible solutions to
strengthening the building the staff of political agencies at military academies
and officer schools in the Vietnam People’s Army at the present.
6. Theoretical and practical significance of the research
The findings of the dissertation contribute to clarify the practical and
theoretical basis on the building the staff of political agencies, providing a
number of scientific arguments for the work of leadership and directions of
building the staff of political agencies at military academies and officer
schools in the Vietnam People’s Army at the present.
The dissertation can be used as references for researching and
teaching at military academies and military officer schools.

OVERVIEW OF RESEARCH SITUATION
RELATED TO THE THESIS TITLE
1.1. The foreign works related to the thesis topic
1.1.1. The works on the official’s staff and

Typical works:

leadership, forming the promising, successful and active leaders” by Ton Hieu
Quan (2004); “Start from the great cause, heading to the long-term, trying to
build the reserve staff with good capability” by Chu Phuc Khoi (2004); “Respect
the intellects and talents, 100-year great plan for making the nation prosper” by
Tham Vinh Hoa, Ngo Quoc Dieu (chief editor) (2008); "The quality of the staff,
civil servants of labour and social welfare of the Democratic Republic of
Lao in the current period" by Xone Monevilay (2015).
These above works touch upon different aspects in terms of
officials, the work of officials, building, improving the quality of the
staff, especially the position, role of the officials, planning, training,
assessing, using and the policy on the staff, the talents. It is asserted that in
order to develop the country, it is necessary to pay attention and improve the
quality of the staff with good quality, capacity and level. The requirements
for building the staff, the quality and improving the quality of the staff are
different in different periods. These works mainly look at the issue under the
perspective of methodology and experience on the work of staff overseas,
which have certain significance for this thesis.

political work of China People’s Liberation Army” (2003); “Operations of
Soviet Communist Party in training the military officials” (1979) by
Loblev.A.M; “Building the staff of Cambodian Royal Army today” by Neang
Phat (2016), " Building the staff of the Lao People’s Army more powerful and
of high quality" by Bun Lon Sa Luoi Sac (2014). These above-mentioned
works research on the countries with different political systems, yet they
all emphasize the important role of building, improving the quality of the
staff, army officers; especially the selection, training, arrangement, use

and realization of rewarding policy; improving the education level,
specialization, creative capacity, skills and fighting experience, flexibility
and cooperation among different forces.
1.2. The domestic works related to the thesis topic
1.2.1. The works on the staff and building, improving
the quality of the staff
There are a number of works on the staff and building the staff,
typically: “Scientific arguments for improving the quality of the staff in
the industrialization and modernization period” by Nguyen Phu Trong,
Tran Xuan Sam (2001); “Building the staff of leadership, management to meet
the requirements of the country’s industrialization and modernization” by Vu
Van Hien (2007); "Building the staff of leadership, management in charge of
emulation, reward in our country at the present" by Nguyen Khac Ha (2017).
These works provide the scientific bases for interpreting the issues on
officials and building the staff. This is an important point in ensuring the
work of officials on the right track under the Party’s leadership. The
solutions for building the staff must be conducted synchronously, from
selecting, training, fostering to arranging and using the officials.
Building the staff should contain both quality and quantity. These above
works are the bases to identify the content, requirement and solutions to
build the staff of political agencies at military academies, officer schools
in the Vietnam People’s Army today.
1.2.2. The works on the military staff and building the staff of
the Vietnam People’s Army
* The works on fostering, improving the quality of the military staff
“Improving the quality of training, fostering the political staff in
the Vietnam people’s Army in the new period”, Publishing house of
People’s Army (2002); “Relations between the quantity and quality of
people in enhancing the fighting spirit of the Vietnam People’s Army
today” by Nguyen Kim Ninh (2003); “Improving the quality, capacity of
political commissars, political instructors in the Vietnam People’s Army
today” by Nguyen Tien Quoc (2011). These works point out that the
personal models of political commissars, political instructors are
composed: Quality (moral and political quality), ability, working method
and manner. Accordingly, “political quality, moral quality, lifestyle,
knowledge, capability and working method of political commissars,
political instructors are in close link and interaction, making the
components of the personal models of political commissars, political
instructors in the new period. However, the position and role of each
factor are not equal. Of which, political quality and morality are the core,
the foundation for forming and developing other factors”.

“Building the military staff to meet the assigned requirements in
the new revolutionary period” by General Department of Politics (2000);
“Building the appropriate mechanism of the staff of the Vietnam People’s
Army in the new revolutionary period” by Tran Danh Bich (1996);
“Building the political staff of the Vietnam People’s Army in the current
period according to Ho Chi Minh’s though” by Nguyen Quang Phat,
(2001); “Strengthening the personnel’s work in the army to meet the
demand of the cause of the Fatherland’s protection” by Ngo Xuan Lich,
(2010). The findings of these works have practical significance for planning,
training and fostering political officials in general, the staff of political
agencies in particular. However, it is necessary to add and develop
appropriately to the requirements of training and building the current staff.
1.2.3. The works on the political agencies and building,
improving the quality of the staff of political agencies in the Vietnam
people’s Army
* The works on building, improving the quality, effectiveness of
the political agencies’ operations
“Improving the working quality of political agencies at the level
of regiments, divisions in the new condition” by Ministry of Defence
(2010); “Building the powerful and complete political agencies of the
Navy Brigades in the current period” by Nguyen Huu Binh, (2009). The
works on political agencies contribute positively in clarifying the theory
and practice of building political agencies in the army. In terms of
theory, these works help to interpret and analyse some basic issues on
position and role of political agencies and the officials and staff of
political agencies. In terms of practice, the works point out the
insufficiency in mechanism, organization, specialized knowledge of the
staff, officials; the results of conducting their work, especially the advice
and suggestion for party executive committees, political commissars,
commanders of political agencies in some areas of party work, political
work do not meet the requirements as well as the realization of the
resolution No 51/NQ-TW od Ministry of Defence.
* The works on building, fostering the staff of political
agencies in the army
“On the political work in the people’s army” (1975) by Song
Hao, Publishing House of People’s Army; “Fostering the working
capability of the staff of political agencies at divisions of the Vietnam
People’s Army in the current period” by Tran Sinh Huy
(2012);“Strengthening self-studying, self-training of the staff of political
agencies at units today” by Nguyen Duc Do (2009). These works claim:
self-studying and training are the main and direct methods for each official

of political agencies to add insufficiency in political quality, morality,
knowledge, capacity, working experience meeting the tasks assigned. At
the same time, the authors give some requirements and main contents to
strengthen self-studying and training of officials, including: educating and
building the motivation for self-studying and training to best meet the
authority demands; apply flexibly and closely various ways to improve the
effectiveness of self-studying and training of officials and frequently
create favourable environments for self-studying and training of officials
in political agencies in the army.
1.3. Overview of main results of relevant scientific works
published and the issues for dissertation continue to deal with

Foreign and domestic scientific and research projects related to
the construction of official staff of political agencies in Military
Academies and Officer Schools in the Vietnam People's Army were
reviewed to show the following major results.
Firstly, scientific works stand on Marxist's viewpoint about building
a contingent of officials in general and building and fostering and
improving the quality of army officials in particular to better meet the
requirements of the new era. The works have affirmed: Building a
contingent of officials in general and building and fostering and improving
the quality of army officers in particular is an important part of the
organization and personnel of the Party in the army, has the task of
building up the staff, first of all the leading and truly qualified staff to
complete mission; which makes an important contribution to building
organizations and people, successfully completing all assigned tasks.
Secondly, research works have confirmed the position, role of
party work, political work, the role of political agencies and political
staff; the party work, political work is a principle in building the Party's
revolutionary armed forces; is an important aspect of leadership,
contributing to maintaining and continuously strengthening the Party's
leadership over the army, building strong army and units, first of all
political strong..
Thirdly, The works have focused on clarifying: organization and
leadership of the armed forces in general, the military in particular must
go through many organizations, including the party organization system,
political agencies and that is indispensable and objective; the system of
political agencies always holds the position, the very important role in
the cause of construction and development, the victory of the military of
the countries; at the same time, it affirmed: taking care of, building

political bodies and political staff is a matter of principle and should be
carried out regularly and continuously.
Fourthly, the works have outlined the position, roles,
responsibilities, tasks, working relationships and pointed out the
requirements for political qualities, moral qualities, lifestyles, abilities,
methods, working styles, professional qualifications of each type of
staff, meeting the task requirements. The works have brought about the
principle issues and criteria for evaluating the construction, fostering and
improving the quality of the staff.
Fifthly, the projects have evaluated the situation, pointed out the causes
of the advantages, limitations and drawn some valuable experiences in
building, fostering and improving the quality of officials. The authors
analysed the development of the situation affecting the construction of
political staff in the military, deeply analysed and clarified the objective
requirements of the military construction task, which poses an increasing
demand for the construction of the staff and training to improve the quality of
political staff in the army. On that basis, the authors have come up with basic
solutions to building and fostering and improving the quality of political
officials in the new period army.
Due to the objects, approaches, objectives, research tasks of each
project are different; no work has basically studied the system of theory
and practice and proposed solutions to build official staff of political
agencies in Military Academies and Officer Schools in the Vietnam
People's Army from the perspective of an independent scientific work.
However, the scientific works mentioned above have pointed out issues
directly related to the thesis topic. It is an important material, practical
basis to provide scientific arguments for the author to be able to inherit,
continue to study and develop ideas of the works which announced but
not mentioned. It has also successfully built the thesis of the right codes
specialized in building the Party and State Government.
1.3.2. The issues that the thesis needs to focus on research and
resolution
Firstly, the thesis focuses on researching to clarify the theoretical
issues about political agencies, political officials and officials and building
official staff of political agencies in Military Academies and Officer
Schools in the army; role and characteristics of officials of political
agencies in Military Academies and Officer Schools; in-depth study to
clarify the concepts of tools and central concepts of the topic, thereby
analysing and clarifying the essence of building a contingent of political
officials in Military Academies and Officer Schools; clarify subjects,
objects, forces, content, form, implementation measures, principles to
direct the process of building a contingent of political officials and

academies; determine criteria. Research results of theoretical issues are the
basis for studying the next contents of the thesis.
Secondly, from a theoretical basis to build official staff of political
agencies, sticking closely to construction criteria to clarify the current situation
of building official staff of political agencies in Military Academies and
Officer Schools today. The results of analysis and evaluation together with the
proven data help assess the actual situation more accurately, clearly identify the
causes of limitations as a basis for drawing experiences in building official
staff of political agencies.
Thirdly, analysing the impact of the situation and tasks, especially the
task of building, fighting the army, the education, training tasks of the
Military Academies and Officer Schools and problems for construction
official staff of political agencies, the thesis has proposed a system of
solutions to build official staff of political agencies suitable to the reality of
building official staff of political agencies in Military Academies and
Officer Schools in the army.
Conclusion of Chapter 1
Foreign and domestic scientific works have approached and
discussed different aspects, levels of officials, official work, and building
and improving the quality of officials, in which, the position and role of
officials and officials work are quite profound. Basically, these projects
all emphasize the desire to develop the country necessarily to pay
attention to and build and improve the quality of officials with full
qualifications, capabilities to meet requirements and tasks. The research
works related to the dissertation topic show a quite complete and
comprehensive picture of both theory and practice about officials, on
building and improving the quality of officials. From the results of the
research situation related to the topic, the author of the dissertation
identifies the issues that need to be implemented, focusing on research,
to clarify the thesis topic.
Chapter 2
THEORETICAL AND PRACTICAL ISSUES OF BUILDING
OFFICIAL STAFF OF POLITICAL AGENCIES IN MILITARY
ACADEMIES AND OFFICER SCHOOLS IN THE VIETNAM
PEOPLE'S ARMY
2.1. Political agencies and official staff of political agencies in
Military Academies and Officer Schools
2.1.1. Political agencies in Military Academies and Officer
Schools in Army
* Military Academies and Officer Schools
Currently, there are institutes in the People's Army of Vietnam: 01
Military Academy directly under the Government; 05 Military

Academies under the Ministry of Defense; 05 Military Academies
belong to the army and equivalent. The Officers Schools in the People's
Army of Vietnam include: 03 Officers Schools under the Ministry of
Defense; 08 Officers Schools under the army and equivalent.
Organizational structure of Military Academies and
Officer Schools
According to Article 6, Chapter 2, Charter of the School of
Vietnam People's Army, the organizational structure of the Military
Academies and Officer Schools include: board of directors (for Military
Academies), board of directors (for Officers Schools), education and
training management agencies, research institutes, faculty faculties,
learner management bodies and agencies , units and establishments
serving education and training.
Functions of Military Academies and Officer Schools. Military
Academies and Officer Schools have the function of educating, training
and fostering officers and officers of the army; military science research;
contributing to providing scientific support to the Central Military
Commission, Department of Defense; advising the Party and the State in
building, supplementing, perfecting military and national defense and
security policies, building the people's armed forces; applying advanced and
modern scientific and technological achievements to serve industrialization
and modernization of the country, build and protect the country.
The mission of Military Academies and Officer Schools
Organize educational, training and scientific research activities
according to tasks, contents, programs and plans approved by competent
authorities. Train and foster of officials, army officers, training of
trainers, post-graduate scientific and training officials; train and foster

and modernization; foster leaders and state managers on defense and
security tasks. Select students according to standards, criteria and

of linking domestic and international cooperation and training;
implement high school education according to the regular education
program of the State. Educate the defense and security knowledge for
students in accordance with the regulations of the Government and the
Ministry of Defense. Research, apply, develop scientific and

Conception: Political agencies in Military Academies and Officer
Schools is an organization within the structure, organization and staffing
of academia and cadets operating under the leadership of the party
committee, directing the political commissar, manager and executive of
the school commander, and under the direction of superior political
authorities; is a specialized agency responsible for party work, political
work, advising the Party Committee and guiding and inspecting agencies
and units conducting party work, political work, in order to implement the
leadership of the Party; maintain political orientation in the performance of
tasks, building a strong party committees of Military Academies and Officer
Schools in politics, ideology, organization and morality, building a
comprehensive Military Academies and Officer Schools.
Payroll of political agencies in Military Academies and Officer
Schools: According to the payroll form of Military Academies and
Officer Schools (except for the National Defense Academy), political
agencies are organized into political departments and staffed by

the school is staffed with a number of 30 to 45 people, of which 23 to 35
officers are political officials.

guide and inspect agencies and units to implement.
Direct, guide, organize and inspect agencies and units conducting
propaganda; build for officers and soldiers in the unit to be absolutely
loyal to the Party, the Fatherland, to the people, having a strong political
will, having a strong will to fight; direct, participate in research and
development of military and humanitarian science, reasoning on party
work, political work, compilation of history and tradition of party and unit.

Conception: The official staff of political agencies in Military
Academies and Officer Schools in the Vietnam People's Army is a part of
the political staff of political agencies of the army with those who have the
qualifications, and the necessary conditions and are assigned to work in
political institutions of Military Academies and Officer Schools; being the
core force, directly advising and proposing to help the Party Committee and
officials to lead and direct the activities of party work, political work in the
Military Academies and Officer Schools; and at the same time directly
perform a number of other assigned tasks.
The above concept has been determined that officials of political
agencies include: Political director, deputy political director, heads of
departments, assistant team, and at the same time point out the main
responsibilities and tasks of this staffs.
* Basic requirements on quality, competence and methods, working
